Playing with one of the art programs I downloaded on my tablet. I used the free SketchBook app for tablets.

Opacity
Color mixing
Symmetry tool
Brushes
Blending
Skin tones
Setting a background color and building up

After I painted it I edited the photo using Pixlr Express to give it the dreamy, glowing quality.
